It would have had a cup on that small pedestal tilt it forward and pour into the cup.

This is a absolutely not a samovar I have a few, including a working one cause I swapped the plugs on it.

Yeah, this is a bit more like my understanding of what a proper samovar is. I have a device like the one pictured but it has a heating element underneath, but I'm afraid that still doesn't make it a samovar either.
