Does anyone know what this Kettle is used for?

A few people are saying samovar but a samovar has the tea heated above the main water tank & the fire is enclosed. Its some kind of dispenser for cold beverages; ice, if anything, goes in the bottom, not a burner

It would have had a cup on that small pedestal tilt it forward and pour into the cup.

Yeah, this is a bit more like my understanding of what a proper samovar is. I have a device like the one pictured but it has a heating element underneath, but I'm afraid that still doesn't make it a samovar either.
