It is a Samovar.
A samovar (Russian: , IPA: smvar , lit.'self-brewer') is a metal container traditionally used to heat and boil water.

Looks like a samovar to me . The larger part could sit over a heating element to keep the water hot, and a teapot could have concentrated tea and sit on the smaller bit. So youd pour the concentrate and then pour hot water to dilute it to your preference. Thats one possibility.

It is a tipping ice water pitcher. They were popular around the 1870s - 1890s. They were typically made in Meriden, Connecticut. They were typically quadruple silver plate. Lovely pieces. If the porcelain lining is still intact and holds water, that is excellent. Look on the bottom and see what marks there are.

It's a wine server. I have one just like your and it came with an old clipping (no date) inside of an antique show with a photo of 3 people examining the same kind of silverplated pourer and called it a wine server.

Your wine server is missing the matching goblet that sat in the holder in front of the spout.

Mine is engraved on the front Presented to Mr. & Mrs. J.C. Robertson by the N.S.B.B. June 21st, 1892

I wish I could find out what the N.S.B.B. is or was from 1892. I can't find anything online about it (I bought it in NY near the town of Catskill decades ago.)

Here's one for sale on eBay(https:www.ebay.comitm304916783078) for 299. And here's another(https:www.ebay.comitm354441476547). There are picture links to others at the bottom of these listings. All of them say that they are Victorian tilting water or lemonade pitchers.

Id say a tea samovar. The wine samovars dont seem to have the space for a heating element underneath like this one does.
